Abstract

ABSTRACT Development programs are activities designed to achieve the school's vision, mission, and goals. The development program is long term (5-10 years). The development program is part of the strategic planning process. At the time of preparation of the development program, the planner must have completed the tasks: the formulation or re-examination of the vision, mission, and objectives and strategic analysis which includes self-study, SWOT analysis, priority setting and strategy. The development program specifically involves making decisions about who will do what and when and with steps how to achieve strategic goals. The design and implementation of development programs depends on the nature and needs of each school. SMP Negeri 12 Surabaya is located at JL. Ngagel Kebonsari I Surabaya. With an area + 16.000m2, and supported by the location of the school away from the crowd, and away from the city center, making the learning atmosphere in SMP Negeri 12 Surabaya conducive. This is proven by the achievement of the champion of the National Healthy School Contest of 2003. The purpose of this research are: 1) to describe the role of principal as supervisor in SMP Negeri 12 Surabaya, 2) to describe the role of principal as administrator in SMP Negeri 12 Surabaya 3) describe the form of school program as a learning organization based on excellent service, 4) to describe the process of socialization of school vision and mission as a learning organization based on excellent service, 5) to describe preparation of strategic planning based on excellent service at SMP Negeri 12 Surabaya. The results showed that teachers and employees of SMP Negeri 12 Surabaya still maintain the quality of their performance and professionalism, principals maintain their leadership and implementation of management education more strategic and innovative.
